Supervisory Sanctuary Superintendent
This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), with vacancies in Monterey, CA; San Francisco, CA; Annapolis, MD; La Plata, MD; Silver Spring, MD. As a Supervisory Sanctuary Superintendent, you will perform the following duties: Develop and implement site-based sanctuary program functions and collaborate with government and non-government entities and stakeholders in support of sanctuary programs and policies. Direct the day-to-day implementation and execution of the organization's administrative and financial operations, to include multiyear and longer budget and agreements. Carry out policies and purposes of the National Marine Sanctuaries Act, relevant presidential proclamations, executive orders, and oversee development of plans and programs for both short and long time frames to conserve, protect, enhance, restore, investigate, and manage sanctuary resources through research and outreach. Exercise supervisory authority over site-based sanctuary program staff and manage the human resources functions and staffing planning for programs. This position will be filled under the DOC Alternative Personnel System (CAPS). Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-4 is equivalent to the GS-13/14. POSITION REQUIREMENTS: This position requires the operation of a Federal motor vehicle. This position has physical requirements. SCUBA certification may be required. CONDITIONS OF EMPLOYMENT: Must be able to obtain and maintain a valid state driver's license to operate a government vehicle. PHYSICAL REQUIREMENTS: May require participation in fieldwork. Fieldwork may require the incumbent to walk and work for several hours along unpaved shorelines or work on research vessels in the marine offshore environment. The incumbent may be required to stand for long periods of time, and bend/stoop and lift up to 40 lbs. unassisted during such work.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-4 or GS-13 level: SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: Overseeing or executing management plans in support of a marine sanctuary, maritime heritage, or natural resources management program; Collaborating with government and non-government entities and stakeholders on complex politically sensitive issues; and Prioritizing and assigning work for staff and improving the effectiveness of the administrative operations of a program.
