SUPERVISORY PROGRAM MANAGER
You will serve as a SUPERVISORY PROGRAM MANAGER in the BASE REALIGNMENT AND CLOSURE OFFICE of BASE REALIGNMENT AND CLOSURE PMO.
- You will lead multidisciplinary Base Realignment and Closure Regional Office comprising civilian, military, and contract personnel to execute complex, statutory base closures and property disposals across the assigned area of responsibility.
- You will exercise full supervisory authority as a first- and second-line supervisor.
- You will plan and prioritize work, evaluate performance, direct hiring and promotional actions, resolve grievances, and execute the EEO Affirmative Action Plan to foster professional development and maintain a high-performing regional workforce
- You will formulate and execute comprehensive business plans, annual budgets and support real property and environmental audits using DoD/DON tracking systems to secure DoN/DoW approvals and align with the Program Objective Memorandum.
- You will serve as the regional representative and negotiator in engagements with Flag/SES leadership, Congress, the EPA, state regulators, and Local Redevelopment Authorities regarding property transfers and complex environmental response actions.
- You will oversee and integrate environmental planning, advanced remediation efforts, caretaker operations, and real estate disposal actions.
- You will develop innovative approaches to resolve conflicting data and technical hurdles, ensuring the safe, rapid transition of formerly utilized defense properties back to local communities.
Requirements
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Managing or directing a complex federal program responsible for real estate management, disposal, and environmental remediation efforts supporting real property disposal of multiple installations; 2. Supervising or overseeing multi-disciplinary teams including program managers, environmental specialists, engineers, and/or analysts; 3. Managing the PPBE process for environmental cleanup, caretaker operations, and real property disposal costs in support of former or closing installations; 4. Representing an organization before senior government officials, regulatory agencies, local redevelopment authorities, and/or Congressional stakeholders on property disposal and environmental program matters; and 5. Developing and implementing business plans in support of base closures or realignments under applicable federal real property disposal laws and regulations.
