This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is an Interdisciplinary Engineering position with the Army Corps of Engineers, Kansas City District. Incumbent will be selected under the job series most qualified for. This position supports the Department of Veterans Affairs John Cochran Hospital Replacement Program Project.


  • Serves as the senior technical leader on design and engineering projects for a wide variety of facilities and systems for large, multi-disciplines, complex, higher risk projects.
  • Conducts conferences with customer and tenant representatives for criteria development and technical review
  • Determines the extent of necessary surveys and subsurface investigations.
  • Ensures designs are within programmed funds.
  • Works with resource providers and funding managers to plan and schedule out work phases.
  • Manages multiple resources and issues concurrently.
  • Serves as liaison between various stakeholder groups.

Specialized Experience: One year of specialized experience which includes planning and executing large and complex programs; conducting conferences with stakeholder representatives for criteria development and technical review; reviewing projects for quality and completion; AND managing multiple resources and issues concurrently. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-13 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
